After earning a first-class honors degree in construction, Seah returned to Singapore to finish his National Service. He then worked for Indeco Engineers, a business that is connected to the government, before joining the Singapore Civil Service.
In order to conduct corporate planning and launch the chain of pharmacies for NTUC Healthcare, Seah was seconded to the National Trades Union Congress (NTUC).
Between 1994 and 1996, Seah resigned from NTUC and joined the engineering and piling company Sum Cheong Corporation.
Prior to being appointed as the chief operational officer of NTUC FairPrice in 2001 and the chief executive officer of NTUC FairPrice in 2010, he returned to the public sector in 1996 to lead NTUC Healthcare and NTUC Media in turn.
Seah ran as a People’s Action Party (PAP) candidate for Marine Parade GRC in the 2006 general election and won a walkover victory to become the 11th Parliament’s Member of Parliament for Marine Parade GRC (Braddell Heights ward).
In the general elections of 2011 and 2015, when the PAP team faced opposition from the National Solidarity Party and the Workers’ Party, respectively, Seah was re-elected in the Marine Parade Group GRC.
From October 2011 to January 2016, Seah served as deputy speaker in the House of Representatives. The Maintenance of Parents Act needed to be amended, and Vivian Balakrishnan, minister of community development, youth, and sports, advised that Seah draft a private member’s bill to do so on March 10.
The idea was examined by a 10-person workgroup before the law was filed on October 18 and passed on November 23, 2010.
From 2010 to 2022, Seah served as the CEO of NTUC Fairprice. In the 14th Parliament, she was chosen to lead the GPC for social and family development.
When the government implemented a “circuit breaker” lockdown in April 2020 because to the COVID-19 epidemic, Seah “played the role of a safe distancing ambassador” and sparked controversy.
Following the resignation of the outgoing Speaker of Parliament Tan Chuan-Jin on July 21, 2023, Prime Minister Lee Hsien Loong stated that Seah would be nominated to take his place.
